How many Lock is enough in high levels?

Hello,

Do you know how many Lock is necessary in high levels (215+) for a off-tank/tank?

at this level, locking the bosses become sometimes impossible because of their mechanic and abilities and its more about holding some of the mobs, so about 1000+ is enough.
