No, shields are dependant on the amount of missing HP and a fixed amount given from the spell itself. So having lost a large amount of your HP will make your shields stronger.
Sanguine amor however is dependant on your max HP, since it makes 15% of your max HP into armor.
Sadida armor spells are affected by their earth mastery and secondary masteries like ST or melee, or distance if they use it on allies more than 2 tiles away.

Healing Mastery is only for Healing. Lifesteal, armor/shield and even abilities with specific % Heal aren't affected by healing mastery.
