This active spell is able to give the iop himself the stunned state? o.o?
Yes, it has a chance of stunning the iop (though it really just functions like a failed dodge, as in your turn ends from it). Still pretty crappy for anything to self-stun though.
The point of a leveled Flatten is that it consumes the same amount of AP to get to an enemy as using Jump twice, albeit without a WP cost. Granted, the self-stun alone is enough to merit it not being worth it at this point in time unless you're a pure Air Iop that can afford to forego Show Off and have the spare points to level it.

Use JUMP instead
Flatten use to be useful when it could damage the enemy but now it loses more benefits than gaining.
Flatten is nice for closing range with the enemy. Shame they removed the damage though.

I don't recall but I think it also requires a LoS and a target. Jump does not. Two more stars for jump.
Requires a LoS, a target, and is only in a line. Jump can go diagonal if need be.
