"cast on a gobgob creature" and "cast on empty space" issues?

So with spells like feather tornado where it says it has an effect if cast on an empty space...I can never or only rarely target an empty cell? and when in dragon form I cannot cast it on self. What gives?
Feather tornado deals damage around your animal link (your summon or a linked player) then teleport it to a target cell.
You can't cast it if you don't have a link at the moment.
And in dragon form i think it teleports you instead, so maybe you can't teleport to the same spot?
