In the Osamodas Whip skill description it says that the damage in human form is greater than in the dragon form. Is that correct? Isn't the damage in dragon form supposed to be greater to all skills??

The description of Whip in your spells is not wrong: When casting whip in non-dragon form, it does around 3x the regular damage against enemy summons, and 1x the damage against all other non-summon enemies. When in dragon form, the regular base damage of whip is increased slightly, however there will not be a tripled damage against enemy summons.
The tripled damage against enemy summons only applies to casting whip in non-dragon form, and hence why you will see an almost tripled damage number in the spell description for whip in non-dragon form.
Whip does more damage to summons.
Indeed it does, but it says "If not in dragon form: -50, except to summons" and when in dragon form: -19".
