Possible Ougi bug (?)

If you have 2 ougi in party, they do not get tracker stats from hitting prey if they were not the one that applied the prey state. But the prey spell tooltip does not specify that you have to be the one to apply the state, which makes me think it is a bug. It makes it very clunky to play with another ougi when you are down to the boss and you need to re-cast your own prey state every turn to maintain tracker stacks.
