I've heard that I should go to the Nation headquarters to get it but I don't seem to find any way to get there? Is there a quest I should follow or what?
There's a token machine in the HQ of any nation's government that sells a harness for the different nations' members. Technically, if you change your nation every month, you can own all 5 harnesses at the same time, as well. So you could be a Bontarian with a Brakmarian harness on.
