They can turn it on or off as they see fit.

So for example, a government should be able to make up a rule that says 'no hats in the headquarters'. And guards should be stationed there, to pk people who do not remove their hat.
I think it would make government more important, if they could actually have their own armies of people to enforce their will.
Of course it would cause all sorts of problems, but they would be entertaining problems!
Soldiers can be the common law enforcers as well as those who deal with bandits and foreign invasions, if martial law is declared, which it should be.
Happiness is mandatory.
I'm sorry. I think.. I just read this wrong. You want Guards. To kill people. For something as simple ( and yes I know it was just an example) for not removing their hats?. Hmm.
