Soldiers can be the common law enforcers as well as those who deal with bandits and foreign invasions, if martial law is declared, which it should be.

I'm sorry. I think.. I just read this wrong. You want Guards. To kill people. For something as simple ( and yes I know it was just an example) for not removing their hats?. Hmm.
