However, I dont totally agree with you with the xelor case.

Xelors can do only and only ap stealing (water ones) -- if they cant even do tha, therewill be no meaning of xelors to exist. Chances are alreadypretty low, people sacrifice a lot of things to get them as high as possible..

Willpower - Percent of Effect As a water xelor, I know that willpower has an efect on the chance of ap stealing.
When I read the details of willpower, it does not display the exact increase per each willpower.

If any of you have this information, can you share ?
