I guess the easiest solution is restrict multi clienting as much as possible, leave those who enjoy their unsocial life alone. The restriction is there to prevent multi clienting from going from cheating another option to exploiting.
Several ideas:
Accounts that are being controlled by the same IP (PC) get:
It may seem to be quite harsh, but remember that they will still have a huge advantage over other players. It will only reduce the ultra effectiveness of multi clienting and make players think twice before doing it.
Getting slightly off topic, it's really odd how our social evolution is being negatively affected by online life. At first people started insanely playing online games, and as a consequence, it affected their social lives. However, on the other hand, they are still having social contact with other players, even though it's all virtual. The thing is: now people are even being unsocial in online games! They are able to play by themselves without even caring about other players... we're doomed.

- Experience reduced by 20%.
- Impossible to join PVP fights with more than one account.
- Impossible to vote more than once.
- Profession Speed bonus reduced by 50% (slower time to collect).
