Contact Ring
i just want to know does Contact Ring will give 40% boost because when i use it nothing happen or its just bug?

It is description bug. Those kind of items which have spell effects written on them, actually increase levels of spells with same effects. You should be able to figure how many levels it increases by looking at your current spell effects and comparing to how strong effects on the item are.

There is a bug that makes all spell level rasing equipment show the effect of a spell in his max level, but actually only raises it by 1 level for special/support spells, but usually shows correctly for elemental spells
