If you're talking about the skill that turns you into a Symbiosis with your Gobgob, it's the Symbiosa skill.
It's your last Class Skill, called Symbiosa. It's unlocked at level 6.
You can level up the skill in your stat window (Shortcut: P)

If you're talking about learning skills from the elemental tree, it's about leveling up your skills.

Say, you will unlock the 2nd earth spell at spell level 2. This means, that the COMBINED level of ALL EARTH SPELLS needs to be 2 for you to unlock it, in this case, you need level 2 Skedaddle.

2nd skill - level 2
3rd skill - level 4
4th skill - level 7
5th skill - level 10


As an additional note: Air spells gain additional effects while you're in the Symbiosa state.
