Aw snap bro. I live in Aus too and 30 seconds is definitely not the way it should go.
You know you can /ping the server right? Just type it in the chat box. 30 seconds is something pretty massive and for specs like that you should be fine. Tip of the hat for the i5 though.
Alternatively, go to your Start menu, type 'cmd', black box will appear then type 'tracert www.wakfu.com'; Since you seem to know how to list your specs and the choice of the i5 2500 I'm going to guess you already know what it does. If you can post a screenshot of the results that'd be swell too since I can compare them and see what's going on; but likely, Adam internet will not do anything about it. Their connection may just run through some nasty areas.
But I cannot vouch for Adam Internet. BigPond runs me 400 PING, and Internode about 350. Both of which are acceptable.
Tried updating your Java? Doubt it would have much use honestly...
Alternatively try disable your fire wall, anti virus' and all else.
Especially make sure if you have any peer connections running - to turn them off. Even if they're going at 10KB they can still hog all your internet due to the peer traffic.
Ultimately, if you do believe it is Adam internet the most you can do is ring up and tell them to get some decent ports to Wakfu; Companies have developed tools for users to download in which when applied uses a more direct route to play the game. (Internode did this to WoW)
Your last line of action could be to change ISP, though.
